Sidewalk Cost Sharing Program

Property owners with a failed sidewalk may contact the Town at any time to request participation in the Sidewalk Cost-Share Program.
Upon receiving an application, the Town will inspect the sidewalk in question and determine if the sidewalk has failed. 

Here are a few examples of what would be considered a failed sidewalk:

  • Significant lifting or heaving that may cause a safety or tripping hazard.

  • Settled curb and gutter.

Here are a few examples of that would not qualify to participate in the program:

  • Cracked or minimally settled/lifted concrete surface that does not constitute a tripping hazard.

  • Aesthetic issues, such as spalling, do not qualify for the program.

Please note that this program will not fund aesthetic elements, such as stained concrete or stamped patterns. 

If the Town determines that the sidewalk has failed, the property owner must solicit a minimum of three bids from qualified contractors to repair or replace the sidewalk.  All bids must be provided to the Town within five business days of receipt for approval or disapproval.  

If approved by the Town, the property owner may proceed with having the work completed.  Upon completion of the work, the property owner will request the Town to inspect the work completed. 

Once inspection has been approved, the property owner must submit proof of payment to request reimbursement.  The Town will reimburse the property owner within 30 days of receiving the reimbursement request from the property owner. 

The Town may notify a property owner of an adjacent failed sidewalk and require repairs to be made by a certain deadline.  

Street Tree Cost Sharing Program

Property owners with an open planting space in the right of way (ROW) area adjacent to their property may contact the Town Forester  to check for eligibility in the Street Tree Replacement Cost Share Program. 
For a planting spot to be considered eligible for this program, it must adhere to the town's tree planting standards in the town code for tree-lined streets. These codes can be found under 30-2-112 (C)2.

Criteria for an eligible planting spot are:

  • All newly-planted street trees shall be planted midway between the sidewalk and the curb. Trees shall be spaced to allow for safe, healthy, attractive growth. 

  • No trees will be planted closer than five feet to a driveway or alley, or potentially obstruct public utilities such as traffic and street signs and lights, fire hydrants, overhead utility wires, street lights, utility poles, etc. 

  • Trees are not to be planted within ten feet of either side of water, sewer, or storm drain main lines or within five feet of either side of water or sewer service lines. 

  • No more than six of the same plant genus may be used consecutively in a row-type planting. 

Other factors the town will take into consideration to determine program eligibility are:

  • The previous tree was removed with good cause, and a street tree permit was filed for its removal. (Dead or dying, hazardous, poor health, poor planting techniques, poor planting location, and unrecommended/prohibited species for ROW planting.)

  • Any stumps from the previous tree have been adequately removed. 

  • Yearly funding for the program is still available. 

Please note that this program will not fund a tree replacement due to the undesirable aesthetics of a current healthy tree.

Applications for the Street Tree Replacement Cost Share program shall be submitted with a completed Street Tree Work Permit. Applications will be accepted and reviewed for the upcoming planting season. Planting seasons outlined in the Town's Tree Planting Standards are March 15 to June 15th and September 1st to October 15th unless otherwise approved by the Town Forester. Trees planted outside of the planting season dates will not be eligible for reimbursement. 

Upon submitting an application for the Street Tree Replacement Cost Share Program, the Town Forester will receive and reach out to the property owner through the provided contact information on the form. The Town Forester may ask to meet personally with the applicant at the planting site to talk through planting site considerations. 

The program process requires a quote for the tree or tree planting service as a part of the application process. 

Once all documentation has been reviewed by the Town Forester, the property owner may proceed with the tree planting. Upon completion of the tree planting, the Town Forester will be notified to inspect the tree. If the tree planting adheres to the Town's Tree Planting Standards, the property owner must submit proof of payment to request reimbursement. The Town will reimburse the property owner after the reimbursement request is submitted. Reimbursements will be made for 50% of the cost of the tree and/or the planting service and are capped at $400 for one tree/planting service per property frontage per year.
